LOS MANIPULADORES PERDERÁN SU GUERRA DEL #ORO: BILL MURPHY (ENTREVISTA EXCLUSIVA)

- Tal vez la mayoría de la gente involucrada en el mundo del oro te conoce a ti y a GATA. Sin embargo, para aquellos que no lo saben: ¿Quién es Bill Murphy? ¿De dónde vienes desde un punto de vista financiero y qué fue lo que te motivó a fundar el Comité de Acción Antimonopolio del Oro (GATA)?

Muchas gracias por tu interés en lo que tiene que decir GATA.

Tengo antecedentes en Wall Street y trabajé para Shearson Hayden Stone y Drexel Burnham Lambert en Manhattan, a finales de la década de los ‘70 y principios de los ‘80. En cierto momento me convertí en trader de posición límite en el mercado del cobre después de formar mi propia compañía, así que estoy muy versado sobre cómo funciona el mercado de futuros en los EE.UU.

En 1998 me di cuenta de que Internet iba a ser un gran negocio y abrí www.LeMetropoleCafe.com, como un sitio web de suscripción que se centraría en los mercados de oro y plata, así como en la cobertura de las economías de Estados Unidos y del mundo.

Poco después de la apertura, el famoso fondo de cobertura Long Term Capital Management quebró. Se supo que estaban “cortos” por cientos de toneladas de oro y que tendrían que ser cubiertas. Sin embargo, estaba claro que los bancos de lingotes como Goldman Sachs, JP Morgan y Deutsche Bank estaban limitando el precio en alrededor de 300 dólares de forma coludida.

Quien sería mi futuro colega, Chris Powell, tenía experiencia antimonopolio por su negocio de periódicos. Él sugirió que tratáramos de detener esa colusión, y así fue como se formó GATA.

- En nuestra más reciente entrevista, Hugo Salinas Price nos dijo que sólo un ciego o un economista de Harvard con doctorado no vería que el mercado del oro está siendo manipulado. ¿Estás de acuerdo? A mi entender, uno de los principales objetivos de GATA es comunicar este hecho a la mayor cantidad de gente posible, y poner fin a esta manipulación pero, Bill, ¿no es una guerra perdida? ¿Los manipuladores no son “demasiado fuertes para ser detenidos"?

Sí, Hugo está en lo correcto. No podría ser más evidente. Tan es así que James McShirley, un orador de la conferencia de GATA en Londres en 2011, en ocasiones ha escrito con antelación cómo se comportará el oro en determinado día.

Desde una perspectiva más amplia, cualquiera sólo necesita observar cómo se comportó el precio del oro comparado con el índice Dow, ante las mismas noticias de “flexibilización cuantitativa”. El Dow subió 3,000 puntos y el precio del oro bajó 600 dólares. Eso antes no habría tenido ningún sentido.

El oro bajó como lo hizo porque el “Cártel del Oro” forzó a la baja el precio con ataques masivos en el mercado de derivados de oro papel, a menudo cuando pocos traders se encontraban en el mercado.

Sí, ese Cártel del Oro es muy poderoso pero tiene un talón de Aquiles, y es el mercado de oro físico.

La demanda china de oro físico es tan masiva, que se está comiendo la oferta disponible de oro de los bancos centrales, necesaria para deprimir el precio. Los ataques del Cártel del Oro no han tenido éxito este año. Así, los manipuladores están siendo obligados a retirarse de nuevo como lo hicieron durante 12 años consecutivos. Ganaron la batalla en 2013, pero perderán su Guerra del Oro en los años por venir.

- Como sabes, muchos expertos como Jeff Christian de CPM Group e inversores famosos como Jim Rogers, dicen que ignoran las denuncias sobre manipulación del mercado del oro porque son meras "teorías conspirativas"¿Qué les responderías?

Hugo ya lo dijo mejor. Los que niegan la manipulación es porque o bien trabajan para el bando contrario, sufren de disonancia cognitiva, o padecen un “complejo síndrome no inventado hasta ahora”.

Hay tres puntos a considerar:

* El precio del oro fue manipulado durante muchos años en el pasado, a cielo abierto, como ocurrió con el llamado “London Gold Pool” en la década de los ´60. ¿Por qué ahora debería ser diferente? Sólo que esta vez, la intervención es encubierta.

* Se reconoce actualmente que la mayoría de los mercados financieros son manipulados. ¿Qué, entonces el oro y la plata son los dos únicos mercados no manipulados en estos días? Tan solo JP Morgan fue multado con unos 20 mil millones de dólares por intervenir o interferir, en ocho mercados diferentes.

* Como dice mi colega Chris Powell, "GATA es una organización de investigación de hechos", y tenemos 15 años de valiosa documentación para respaldarla. - Bill, ¿podrías explicar quién hace esa manipulación? ¿Por qué y más importante, cómo es que lo hacen? ¿Cuál es la finalidad última de los manipuladores?

El Cártel del Oro, como lo llamamos, tiene como principales operadores al Banco de Pagos Internacionales (BIS), la Reserva Federal (Fed), el Tesoro de EE.UU, el Fondo de Estabilización Cambiaria (estadounidense) y varios bancos de lingotes como JP Morgan Chase. Otros bancos centrales son llamados a suministrar oro físico al mercado de vez en cuando.

Llevan a cabo sus operaciones introduciendo oro físico de los bancos centrales de manera subrepticia, y usan derivados para bombardear el precio del (oro) papel.

Por ahora, el precio del papel influye mucho en el mercado físico y en el precio de referencia PM Fix de Londres, bajo el cual se realiza el 90 por ciento de las transacciones físicas en un día determinado.

La buena noticia es que la demanda china es tan inmensa, que el mercado físico está empezando a prevalecer en la determinación del precio físico. Esta es la razón principal por la que el Cártel del Oro ha sido tan ineficaz este año... y han tratado de mantener el precio bajo, créanme.

Ellos hacen lo que hacen porque el oro es visto como un barómetro de la salud del mercado financiero de EE.UU.

Piensen en lo que dicen los medios cada vez que el precio del oro está subiendo más alto. Este Cártel del Oro quiere que el precio sea tan bajo como sea posible para no afectar negativamente al dólar estadounidense y nuestras tasas de interés.

- Por cierto, China es ahora el mayor consumidor mundial de oro bajo cualquier medición. ¿Crees que China tiene ningún interés en poner fin a la supremacía del dólar en el corto plazo? O, ¿crees que China y Asia en general prefieren esperar más tiempo para seguir comprando lingotes a los precios deprimidos de hoy?

Los chinos saben lo que GATA sabe sobre la manipulación del oro a la baja. Sabemos esto debido a comunicados que han hechos públicos, y porque he tenido tres llamadas en conferencia con la Corporación de Inversión China, uno de sus Fondos Soberanos. Están comprando todo lo que pueden a estos precios artificialmente bajos. Hay informes de que han comprado la mayor parte del oro extraído durante el último año. Este oro está siendo comprado por el público y por el gobierno.

Los chinos saben que tener oro va a ser un gran negocio en los próximos años, ya que muchas de las monedas del mundo se encontrarán bajo presión. 

Todo el mundo sabe que los chinos están expuestos a una seria devaluación del dólar, a causa de todos los bonos del Tesoro estadounidense que tienen. Tiene sentido que estén comprando tanto oro a estos precios increíblemente bajos. Ellos saben que el precio del oro no se quedará ahí por mucho tiempo más.



- Bill, el Banco de México (Banxico) dice tener 120 toneladas de oro almacenadas en el Banco de Inglaterra (BoE). Sin embargo, en diciembre del año pasado Banxico me dijo que el BIS les confirmó que una inspección física de su oro en el BoE “no era posible". ¿Se debe ver esto como una señal de alerta para inversores y otros bancos centrales? En tu opinión, ¿debería México repatriar su oro y comprar más?

Por otro lado, los inventarios de oro “registrado” (para entrega) en el Comex están en mínimos históricos; los alemanes obtuvieron sólo cinco toneladas de la Reserva Federal el año pasado y la mayoría de las reservas de oro del BoE es una ilusión. Parece que la mayor parte del oro se ha ido. Bill, ¿hay algún riesgo real de impago en el mercado del oro durante los próximos años? De ser así, ¿cuáles serían las consecuencias para la gente común?

Permíteme responder a ambas preguntas al mismo tiempo. El hecho de que Alemania sólo recibiera cinco toneladas de oro el año pasado, de las 300 toneladas que se supone le deben volver para 2020, es más que contundente y destaca las denuncias de GATA respecto a que mucho del oro del banco central (de Estados Unidos) ha sido usado para deprimir el precio, y que ya no está ahí.

Es absurdo que Alemania no pudiera tener todo su oro de vuelta en un año, sino apenas cinco míseras toneladas. No les están devolviendo su oro porque no está allí. Se ha IDO, al menos gran parte de él.

Hay una gran probabilidad de que haya impagos de oro en los próximos años... ya sea por la incapacidad de los bancos centrales de recuperar lo que han "intercambiado" o "prestado”, o por cuentas “no asignadas” (unallocated accounts), donde el mismo oro es vendido por las instituciones a numerosos propietarios que piensan que es suyo.

Todo esto va a dar lugar al mayor escándalo en la historia del mercado financiero de EE.UU., por lo que sí, México debería repatriar su oro tan pronto como sea posible y seguir el ejemplo chino… y comprar más.

- ¿El mercado de la plata también es manipulado o sólo el del oro? ¿Existe igualmente un riesgo de impago en la plata?

Cuando el esquema de contención de los precios del oro se aceleró bajo el secretario del Tesoro Robert Rubin, se tomó la decisión de que el precio de la plata tenía que ser manipulado también, porque una dicotomía del precio del oro yendo en una dirección y la plata yendo en otra, podría hacer demasiado obvia la manipulación a la baja del primero. Así es como han sido intercambiados en tándem a lo largo de los años… ridículamente a veces.

Los pasados meses, el interés abierto de la plata en el Comex ha aumentado casi un 50 por ciento desde sus mínimos del año pasado, mientras que el del oro permanece muy bajo.

No sabemos por qué, pero sin duda tiene que ver con JP Morgan (el mayor “corto” en el mercado de futuros) y el Cártel del Oro. La plata completó una base mayor el viernes pasado y explotó al alza. Lo más probable es que estas posiciones cortas masivas estén en problemas y tengan que ser cubiertas en un futuro próximo. Si no, podría dar lugar a algún tipo de impago más adelante.

- Mucha gente invierte en oro y plata físicos como refugios financieros seguros. ¿Crees que es una buena idea seguir acumulando esos metales? ¿Por qué?

La respuesta es sí y más que nunca. Basta pensar en lo que ha ocurrido en los EE.UU. durante los últimos años en relación con el programa de “flexibilización cuantitativa” (QE) y su inyección de dinero en nuestro sistema financiero. Y todavía nuestra economía se mantiene en un terreno muy inestable.

Lo más probable es que veamos más de lo mismo durante algún tiempo, y que las discusiones sobre una reducción de esos estímulos queden suspendidas por un rato. Ese dinero eventualmente va a encontrar su camino hacia nuestra economía y ejercerá una presión al alza en los precios.

El oro y la plata artificialmente baratos, se irán por los cielos cuando esto suceda. Serán las inversiones a las que todos irán en los próximos años y proporcionarán un gran confort financiero a aquellos que los posean.

- ¿Se acabó el mercado alcista del oro, Bill?

Todo lo contrario. Los precios del oro y la plata apenas han salido de bases masivas. Fueron forzados a la baja hasta niveles artificialmente bajos por el Cártel del Oro… niveles que no pueden ser sostenidos.

¿Qué tan barato está el oro? Hace un par de años un grupo de personas dijo que si el precio del oro se hubiera mantenido al día con la inflación, el precio sería de 2,500 dólares la onza. Así de barato está el oro hoy, y todo se debe al esquema de represión de los precios, que se encuentra en proceso de desintegración.

Por lo que toca a la plata, soy un gran fan de Eric Sprott, de Sprott Asset Management en Toronto. Él ha estado diciendo que la plata va hacia los 100 dólares la onza, o más. Él ha hecho una fortuna por estar en lo correcto con llamados como éste en su carrera. Estará en lo correcto otra vez.

- ¿Cuál es tu pronóstico para el precio del oro en 2014? Y ¿cuál sería el "valor justo" del oro?

GATA celebró una conferencia en agosto de 2005 en Dawson City, Yukon (Canadá). El precio del oro en ese entonces era de 436 dólares. Mi opinión fue que un precio del oro entre 3,000 y 5,000 dólares la onza sería necesario para equilibrar el mercado. Me quedaré con eso, y con el oro alcanzando nuevos máximos históricos por encima de 1,900 dólares la onza en un año.

Es interesante que uno de los principales asesores económicos del Presidente Putin, Andrei Bykov, asistiera a la conferencia. El oro se disparó 12 dólares dos días después de la conferencia, y cientos de dólares en los nueve meses siguientes. Rusia ha estado aumentando sus reservas de oro desde entonces.

- Bill, ¿el oro es el dinero?

Claro que lo es. Ha sido así desde hace cinco mil años, aproximadamente. La plata también es dinero. Ambos han sido considerados como verdaderos depósitos de valor por un largo tiempo, y sólo lo serán más aún en los años por venir.

THE MANIPULATORS WILL LOSE THEIR #GOLD WAR: GATA'S BILL MURPHY (EXCLUSIVE INTERVIEW)

-Maybe most of people in the gold world know about you and GATA. Nevertheless, for those who don’t know: Who is Bill Murphy? Where do you come from a financial point of view and what did motivate you to found the Gold Anti- Trust Action Committee (GATA)?

Hello Memo.

Thanks so much for your interest in what GATA has to say. I have a Wall Street background and worked for Shearson Hayden Stone and Drexel Burnham Lambert in Manhattan in the late 1970’s and early 80’s. At one point I became a limit position trader in the copper market after forming my own company, so I am very versed in how the futures market works in the US. In 1998 I realized the Internet was going to be a big deal and opened up www.LeMetropoleCafe.com as a subscription website which would focus on the gold/silver markets, as well as provide coverage of the US and world economies. Soon after opening up for business, the famed hedge fund Long Term Capital Management blew up. They were known to be short hundreds of tonnes of gold and that would have to be covered. However, it was clear that bullion banks such as Goldman Sachs, JP Morgan, and Deutsche Bank were capping the price around $300 in a collusive manner. My future colleague Chris Powell had anti-trust experience via his newspaper business. He suggested we try and stop it, so GATA was formed.

-In our last interview, Hugo Salinas Price told us that only a blind or a Harvard economist with a doctorate would not see the gold market is being manipulated. Do you agree? As I understand it, one of the main purposes of GATA is to communicate this fact to as many people as possible,  and end this manipulation, but, Bill, isn´t it a lost war? Aren’t the manipulators “too strong to be stopped”?

Yes, Hugo is right on the money. It could not be more obvious. So much so that James McShirley, a speaker at GATA’s London conference in 2011, has written in advance at times what the gold will do on a given day. From a bigger picture someone only need to appreciate what the price of gold did last year compared to the DOW on the same quantitative easing news. The DOW went up 3,000 points and the gold price went down $600. That would have made no sense to anyone ahead of time. Gold went lower as it did because “The Gold Cartel” forced the price down with massive raids in the derivatives paper market, often when few traders were around.

Yes, this Gold Cartel is extremely powerful. But, they have an Achilles heel, and that is the physical gold market. The Chinese demand for physical gold is so massive, it is eating up the available central bank gold supply needed to suppress the price. The Gold Cartel’s raids haven’t gained any traction on the downside this year. Thus, the manipulators are being forced to retreat again as they did for 12 years in a row. They won the battle for 2013, but will lose their Gold War in the years ahead.

-As you know, many pundits like CPM Group’s Jeff Christian and famous investors like Jim Rogers say that they ignore allegations on gold market manipulation because those are mere “conspiracy theories”, what would you answer to them?

Hugo already said it best. Those who deny the manipulation are either working for the other side, suffer from cognitive dissonance, or have a “not invented here syndrome complex.”  Three points to make:

*The Gold price was rigged for many years in times past, in the open, as in the London Gold Pool in the 1960’s. Why should now be any different? It is just surreptitious intervention this time around.

*It is recognized these days that most financial markets are manipulated. What, so gold and silver are two of the only markets not manipulated these days. JP Morgan alone was just fined some $20 billion dollars for rigging, or interfering, in eight different markets.

*As my colleague Chris Powell says, “GATA is a fact finding organization,” and we have 15 years worth of documentation to back that up. -Bill, could you explain who does this manipulation? Why and more important how do they do it?  What’s the ultimate purpose of the manipulators?

The Gold Cartel, as we call it, has the BIS, The Fed, The US Treasury, The Exchange Stabilization Fund, and various bullion banks such as JP Morgan Chase, as its main operators. Other central banks are called upon to supply physical gold into the marketplace from time to time. They conduct their operations by feeding central bank gold into the market in surreptitious fashion and using derivatives to bomb the paper price. For the time being the paper price greatly influences the physical market and the PM Fix in London, the price at which 90% of the physical deals of any given day is used to conduct business. The good news is Chinese demand is so immense, the physical market is beginning to take over in terms of determining the physical price. This is a main reason The Gold Cartel has been so ineffective this year … and they have tried to keep the price down, believe me.

They do what they do because gold is viewed as a barometer of US financial market health. Think of what the media says whenever the gold price is screaming higher. This Gold Cartel wants the gold price as subdued as possible so that it does not affect the US dollar and our interest rates negatively.


-By the way, China is now the largest consumer of gold by any measure. Do you think China has any interest on ending the dollar supremacy anytime soon? Or, do you think China and Asia in general would prefer to wait more time to keep buying bullion at today’s depressed prices?

The Chinese know what GATA knows about gold being suppressed. We know this because of communiqués made public and I have had three conference calls with the Chinese Investment Corporation, one of their Sovereign Wealth Funds. They are buying all they can at these artificially low prices. There are reports they have bought most of the gold mined over the last year. This gold is being bought by their public and the government.

The Chinese know gold ownership is going to be a big deal in the years ahead, as many of the world’s currencies come under pressure. Everyone knows the Chinese are exposed to a serious dollar devaluation because of all the US Treasuries they own. It makes sense they would be buying so much gold at these incredibly low prices. They know the gold price won’t be staying down here too much longer.

-Bill, Banco de México (Bank of Mexico or Banxico) claims to have 120 tons of gold stored at the Bank of England (BoE). Nevertheless, on December last year Banxico told me that the BIS said a physical inspection of its gold at the BoE was “not possible”. Should this be seen as an alert sign for investors and other central banks? In your opinion should Mexico repatriate its gold and buy more?

On the other hand, Comex registered gold inventories are at historic lows; the Germans got only five tones from the Fed last year and most of gold reserves at the Bank of England seem to be an illusion. It looks that most of the gold is gone. Bill, is there any real risk of a default on the gold market in the coming years? If so, what would be the consequences for the common people?

Let me answer both of those questions at the same time, if I may. The fact that Germany only received 5 tonnes of gold last year out of the 300 tonnes of gold they are supposed to get back by 2020 is most telling and is lighting up the scoreboard regarding GATA’s claims that much of the central bank gold has been used up to suppress the price and is no longer there. It is ludicrous that Germany couldn’t get all its gold back in a year, much less a pitiful five tonnes. They are not getting their gold back because it is not there. It is GONE, at least much of it.

There is a strong likelihood there will be gold defaults in the years ahead … whether that be an inability of central banks to get back what they have “swapped” or “lent out,” or from unallocated accounts … the same gold sold by institutions to numerous owners who think it is theirs. All of this is going to lead to the greatest financial market scandal in US history. So yes, Mexico should get its gold back as soon as possible and follow the Chinese example … and buy more.

-Is the silver market manipulated too or only the gold market is? Is there a risk of default on silver too?

When the gold price suppression scheme went into high gear under Treasury Secretary Robert Rubin, a decision was made that the price of silver had to be manipulated also because a dichotomy of a gold price going one way and silver going the other might make the suppression of the gold price too obvious. Thus, they have traded in tandem over the years … ridiculously so at times. 

The past many months the silver open interest on the Comex has surged, up nearly 50% off its lows of last year, while the gold open interest remains very low. We don’t know why but it surely has to do with JP Morgan (the major futures short) and The Gold Cartel. Silver completed a major base on Friday and exploded to the upside. The odds are that these massive short positions are in trouble and will have to be covered in the near future. If not, it could lead to some kind of default down the road.

-Much people invest on physical gold and silver as safe havens. Do you think it is a good idea to keep accumulating those metals? Why?

The answer is yes and never more so. Just think of what has transpired in the US over the last years regarding QE and putting money into our financial system.  And yet, our economy remains on very shaky ground. The odds are decent we are going to do more of the same for some time to come, with talk of tapering taking a back seat for a while. This money is eventually going to make its way into our economy and put upward pressure on prices. Artificially cheap gold and silver are going to the moon as this all kicks in. They will be the “GO TO” investments over the next few years and provide great financial comfort for those who own them.

-Is the gold bull market over, Bill?

Just the opposite. The prices of gold and silver have just broken out of massive bases. They were forced down to artificially low levels by The Gold Cartel … levels which cannot be sustained.  How cheap is gold? A couple of years ago a number of folks said that if the gold price had kept up with inflation, the price would be $2500 an ounce. That is how cheap gold is today and it is all due to the price suppression scheme, which is in the process of unravelling. As far as silver goes, I am a big Eric Sprott fan of Sprott Asset Management in Toronto. He has been pounding the table that silver is going to $100 an ounce, or more. He has made a fortune by being so right with calls like this over his career. He will be right again.

-What’s your forecast for the price of gold in 2014? And what would be gold’s “fair value”?

GATA held a conference in August of 2005 in the Yukon’s Dawson City. The price of gold then was $436. My take back then was that a gold price of $3,000 to $5,000 an ounce would be needed to clear the market. I will stay with that one, with gold making all-time highs above $1900 an ounce within a year. Interesting enough, one of President Putin’s top economic advisors, Andrey Bykov, attended our conference. A quite gold price shot up $12 two days after the conference and hundreds of dollars in the ensuing nine months. Russia has been increasing its gold reserves ever since.

-Bill, is gold money?

Sure it is. It has been that way for 5,000 years or so. Silver is money too. They have been regarded as true stores of value for a very long time, and will only be more so in the years ahead.
